Defining the crew size

The size of crew can play a vital role in ensuring a vessel's safety, and the Safe Manning Document aims to ensure that a vessel never sets to sea with a dangerously low level of personnel on board. This document is issued by the flag state, and lists the minimum numbers and qualifications required to man the ship.

It is required by SOLAS Chapter V, Regulation 14- Ship's manning. This Regulation states that Governments must adopt measures too ensure that all ships are sufficiently and efficiently manned.

A manning submission is submitted to the vessel's flag state by the company giving its manning proposals. This proposal must demonstrate compliance with STCW for safe manning.
